Rubberized waterproof special purpose bag used during amphibious actions and beach landings, sometimes called a "Medic Invasion Bag" but these were used by multiple kinds of troops. This was designed for soldiers to fill then roll the inner flap closed and buckle the top flap over, thereby created a waterproof seal.
