This is an original German WWII propaganda leaflet produced in the form of an American ten-dollar banknote and intended to encourage Yugoslav Partisans to surrender or defect to German forces. Modeled after a United States $10 Gold Certificate bearing the portrait of Alexander Hamilton, it carries messages in German, Serbian, and Croatian promising safe treatment to the bearer. The leaflet measures approximately 3⅛” x 7¼”.

The front of the bill has text at the top, left side, and bottom in Serbian which translate to:

This banknote authorizes you to defect undangered
to the German armed forces

They invite you to defect from the Partisans to
the German armed force! with this reference
in hands you are acquitted of any penalty.

This banknote, however, is not valid, but it guarantees your life.

Interestingly, "P.S.K. 83" has replaced "TEN" in one of the denomination ribbons on the back. It is believed that this is the German psychological warfare unit that designed these notes, but there is no solid evidence to back this up.

The back of the bill has overstamped lettering of the same phrase in German, Serbian, and Croatian, translating to:

Defector – ID
Do not shoot, hand over to the nearest German command. Treat well.

The American banknote design, multilingual safe-conduct text, ÜBERLÄUFER-AUSWEIS heading, and unusual P.S.K. 83 code make this a particularly interesting example of German psychological warfare material. The tape repairs and former separation are significant condition factors, but the principal design and text remain sufficiently intact for study and display.
