The ferule on the bottom is a spent cartridge case. The leather shaft has inked inscriptions, now rather hard to decipher but are probably names of places and battle honors. Not sure if this dates from a Veteran of the Franco Prussian war prior to WW1 or in fact a veteran of the Great War of 1914 to 1918.
